What is CRISP?

A CRISP (Cycle Route Implementation and Stakeholder Plan) is an enhanced feasibility study that supports scheme planning programming design and implementation of improvements for cyclists along a Link.

Purpose of CRISP?

To undertake a systematic review of the existing conditions for cycling on a particular Link taking full account of local knowledge constraints and concerns. Route alignment issues opportunities and constraints (physical and institutional) are to be considered in conjunction with stakeholders. Recommendations for solutions most likely to be successful in attracting substantially increased levels of cycling (c200%) will be made and budget cost estimates and a provisional outline programme prepared.

The main aims of the CRISP process are to:

  • Raise the profile of cycling across London.
  • Substantially increase levels of cycling
  • Improve the quality of the network.
  • Provide a cohesive network and a coherent approach to implementation.
  • Provide the optimal route for cyclists.
  • Include stakeholders at an early stage.
  • Provide a costed programme and encourage long term project planning.
  • Prioritise work along the Link
  • Tackle the tough issues along the Link.

CRISP Generic Brief Toolkit

The documents comprising the CRISP generic brief tool-kit have been reviewed and amended using experience gained to date on these studies. This includes feedback from TfL and borough officers and stakeholders including cyclists' representatives. We would like to thank all those who have contributed to this process.

The documents available here represent version 2 of the Toolkit. However the key principles and stages of the process are unchanged from Version 1. Most of the amendments are minor however attention is drawn to the following changes:

  • Increases in the periods for stakeholder questionnaire feedback and preparation of the Draft CRISP Report
  • Inclusion of the LCN+ Project Management team as a CRIM stakeholder in all CRISPs (including TLRN)
  • Explicit reference to including neighbouring authority officers in the Cycle Route Inspection Meeting
  • Explicit requirements for information to be provided in the CRISP Report Executive Summary
  • References to the London Cycling Design Standards (published by TfL in May 2005)
  • Explicit requirement to complete all fields on the Section Data Sheets

The Version 2 documents should be used as the brief for all future CRISP studies. Where CRISP studies have recently been commissioned using Version 1 of the brief the changes incorporated in Version 2 should be accommodated wherever reasonably practicable. Track changed versions of the document are available on request.

The format of the brief is unchanged from Version 1 and is in the form of a "tool-kit" comprising the following documents:

These documents have been framed with a view to commissioning consultants to do the study but they can be easily adapted if authorities wish to carry out a CRISP study using "in-house" teams.

Below is an example of a completed CRISP data sheet. This particular CRISP study was carried out in late 2005 and refers to a section of Link 27 in the Borough of Camden.


Section 7 of CRISP Documentation
